Yep. I didn't like it then because I didn't see how that would solve the problem without greater border control. To no one's great surprise, it didn't. If they had managed to get control of the border, it would have been a fine idea. But, first things first.


Unfortunately, there is the belief by many Americans that the only way to secure the border is to put up a wall with lots of barbed wire. However, under Clinton, the SD office of the INS was brought up to full manpower and they were very effective in stopping crossings. Unfortunately, the 'coyotes' eventually starting taking their people over the AZ and TX crossings where the INS offices had not been brought up to their full contingency. Congress has never been willing to go all the way in controlling the problem. I wonder why.......NOT.
