I think going after employers would be much more effective as to enforcement, and much more cost effective as well. The Mexicans would not come at all here if they were unable to secure employment - it's the ONLY reason they come here now. If a program of rewards were offered for turning in employers of illegals, it wouldn't even involve a new beaurocracy HERE. Empower and enlist local law enforcement to collect the illegals. Get INS to deport them. Give the employers 2-4 months to divest themselves of illegals, then, have a stiff initial fine for EACH illegal, backed up by jail time for second and subsequent offences.
