Just an aside to this discussion, but is this an advocation of commission based pay?

Why not? Individuals find out then whether they want to do that work, and if they do, they make more under commission than they do under salary.

I am considering a plan like this now for my workers.

A synergy. You and they, all, will benefit. It separates the wheat from the chaff, and that is primarily in the interest of your employees. They would thank you in the future for forcing them into their best interest.

In contrast, there's nothing worse than the GM type of cradle to grave employment. You're half dead all your life under that. It always looks better on a resume when one has had a variety of jobs, especially when the previous jobs demand skill. One gets skilled by needing to be adaptable and that forces one to be always improving.

In summary, I would drop the base pay down and then pay a commission for jobs successfully completed, based on size and complexity with a customer service factor. Gets workers motivated to do jobs, not drive around town slowly on $3/gal. gas and stretch things out on a job to get the hours in on the timecard. It is not common in my industry, but I am definitely seeking ways to reduce labor costs.

Very good. You and they will benefit. I tried to convey that to Mulholland but she was too engrossed in attacking me for being "undemocratic". Quite a complement, actually, given that Mulholland's democracy has brought about inefficiency which Mulholland has stated is not of concern because presumably it keeps the slaves in line. In rich, lawyered America, one doesn't not need to worry about efficiency, only in maintaining slavery.
