You'll have to direct that question to Bush-Cheney-Rumsfeld. They are the ones making plans for that. From what I understand, the facilities they want to bomb are deep down in a rock formation. The amount of conventional power needed to destroy it would be staggering. A nuke can deliver the equivalent power in kilotons in a much lighter package...ie the name tactical nukes.
