Perot didn't have the party organization to win anything. I went to a few Reform Party meetings in 1992 - what an odd collection of angry unemployed men, patriot militia types, neonazis, and paranoid lefties (and a few ordinary people who stopped coming after a meeting or two). They all had their chance to speak, giving the present journalists an earful of bizarre ranting, courtesy of the Reform Party.

Also, the GOP did a successful job of painting Perot as a complete nut. Perot helped out with this portrayal, insinuating among other things that George Bush tried to sabotage his daughter's wedding.
