Oil market is huge. Couple billions won't make a dent. Also those ETFs start with very low base. I haven't looked how this oil ETF works but gold ETF works very straightforward: you need to deposit physical gold if you want to get new ETF shares created for you. ETF itself isn't engaged in gold (or other) trading.
