Here's an idea. What about working with the UN to have countries designate a status whereby an individual can hold dual status: major citizenship and minor citizenship. And when problems come into play it is the responsibilty of the nation sponsoring the major citizenship that must deal with the problem and thus pay the costs of the individual returning to their primary nation. If Mexico had to pay for their return, they'd probably do a better job at not letting them in.
