I like that idea. It does not require Mexico's cooperation. Simply let them know, we will be spending part of their aid to help their citizens who have crossed the border illegally. They will come and drag them back. Makes no sense to whine about the cost of Mexico's illegal citizens while sending Mexico money.

If we deducted a certain fairly large, amount, for every ILLEGAL that comes into this country, from the money we give to Mexico, perhaps they would do a much better job at keeping their citizens at home....

Ah, an even better idea. Seems fair but much too simple. We need more strings attached.<g>

Actually a great idea for folks on both sides of the immigration issue.
I also think we need to get rid of the coyotes by allowing mexicans with 21st century documentation into and out of the country. Employers in such cases can only higher folks with this type of documentation but if they hire others the employers meet draconian penalties.. Guest worker programs do not have to lead to citizenship and when job is done they can cross back without fear that if they come again they will have to pay coyotes again. But none of that works unless we change citizenship rules. No more auto citizenship for folks born in the USA---do it like 90% of the world does--kids born here have the same status as their parents. But for those who are here and are citizens and have parents that are still illegal, amnesty for those folks. I think the above along with your suggestion solves the problem for decades to come.

According to this we don't give much aid to Mexico:

mexico.usembassy.gov

Assuming 11M, that'd be about $3 per head. Though we don't really know how many illegals enter the country, how many are here, how many return, etc.
