Plenty of Congressmen work directly with the Intelligence Agencies. Usually they come off the Intelligence committees, but I'm not surprised one bit that Newt would jump into the fray.

Staffers and some Congressmen are on their spring tour right now. Flitting around the world to various Intelligence facilities. They certainly do not have the White House staff tag along. They come up with new programs, take away programs, etc.

A new program gets a line item, it goes into an appropriations bill, no one reads it other than the Intelligence Committee members and it goes off to the White House for signature. There is plenty of back channel/informal communications that occur between Congress and the White House on the intelligence budget. Because one article doesn't mention every breakfast meeting or phone call doesn't mean a whole lot.

No... there YOU go again... refusing to acknowledge that a mere congressman cannot dictate that a policy should be pursued if an administration does not want to carry it out...

If it [the policy manifested by a program item] is put into an appropriations bill and the President signs off on the bill, he's required by law to carry it out.

As for the Taliban.. who do you think put them in power??

Reagan/Bush enabled them coming into power, but that doesn't matter. You said the Taliban was a threat. Outside of Afghanistan who were they a threat to? Were you fearful they would acquire the technology to make glass and upset the trade balance of glass manufacturing countries?
