I don't know if he was or not. Japan was obviously following the model of a nation trying to break into the first rank. First they needed colonies, which China, Korea and other areas supplied(ask Tench about this). They also needed a significant navy to project their will. And if someone you perceive as being weaker than you stands in the way of your ambitions, you smack them. Basically the same script that Germany followed from the late 1800s through WWI(you do know that Germany had colonies in Africa, don't you?). The US stood in their way because they switched from being a supplier of raw materials like scrap iron, to trying to block their expansionistic ideals. Given our traditional lack of interest outside of the New World, we obviously didn't see the big picture and didn't have what it takes.
