Hmm, let's see. When Zinni was in uniform, he backed the administrations viewpoint. When he differed from the administration's view point with his projection of needed force strength, he was forced into retirement. Seems he knew what he had to say to keep his job when he made that statement. But wasn't willing to reduce the force requirements because, after all, he is responsible for the people under him.

And now he says differently. A likely factor is that he was pretty sure there were WMDs, but he couldn't prove it. Best not to publicly disagree with the administration. However, as a general, he darn well knew and could defend the forces needed to win the war and the peace. So he stood his ground.
