What follows is purely conjecture. However, the fact that the AMEX CEO initially commented that he expected it to trade "next week" on Mar 30, indicates to me something held it back. I wouldn't be surprised if it was the "disorderly" price appreciation in silver following that announcement given the fact that silver margins on the COMEX have now been increased 6 times in the past 4 months.

I believe they want SLV to trade but if it would have started trading during this frenzied period the price would have likely risen to surprising heights.

If the market cools down for the next two weeks, I expect them to announce it then but this is purely my hypothesis.
