I don't know how many civilians there were in Tora Bora, but it seemed to be highly concentrated AlQ who had learned from the 1980s that it was a good base from which to attack USSR troops.

Maybe it wouldn't have worked for some reason, but I wonder why the USSR or USA didn't use a neutron bomb at 3 km high to kill them all. I would NOT want to have gone wandering around the mountains there with a rifle trying to catch them, as NZ troops did. Maybe hiding in caves is the perfect defence. Come to think of it, that would be perfect. Neutrons wouldn't get through the mountain. Hmmm ... back to plan B.

I suppose the difficulty is being close enough to identify the evil-doing bad guys [and girls] without being so close that they pull a dagger out of their toga and use that in self-defence.

I see more NZ troops have left for Afghanistan. Apparently they are quite well accepted there and aren't having to walk around pointing their guns at people. Which is not surprising.
