Bush said in the lead up to his first election that he was against nation building. He was against troops in Bosnia.

I think that most Americans believe that our armed forces are for protecting America. I don't think that most Americans think we should be invading and occupying other countries, especially when they are no threat to our security. Neither Bosnia nor Iraq rose to that level. So our participation should not have exceeded that level.
