Your government assumes that when dog grooming costs rise you will substitute your pet with the hairless variety...goldfish or something like that.

Your dog groomer is charging more because she thinks that she can. She knows that people feel wealthy because of their home and are willing to pay someone else to do their dirty work. It has nothing to do with utility costs. That's just her disguise. It sounds better than "I'm raising my prices because I am greedy and know that you'll pay more".
