I expect CEF to take a hit once SLV trades. The problem is that it is difficult to predict when that happens. Non IRA investors have a bit more to think about as the tax implications are not benign.

CEF is at 13.7% premium based on silver at 12.95 and gold at 632.50 on April 21, 2006.

I am not sure when the new offering they did recently will be accounted for in the NAV (about 3% of shares for 10% premium) - so that's another 0.3%.

I also agree that the CEF premium will disappear when SLV starts trading.

The CEF premium is over 18%
