Actually I looked it up on the IRS site and see NO reference to anything other than state tax rebates or refunds. I think rebates are just a reduction of price, which is not income. If you go to a department store for a 40% off sale, are you supposed to report your savings to the IRS?

I guess the pennies I find in parking lots I should add to my gross income.

Or how about the cash value of a kiss?
