It only trumps it after the fact, if someone wants to make an issue out of it. To speak to how the whole thing works practically.

Since most products sold in a state probably came from another state, the interstate commerce trump card probably applies.

States can regulate that a product that contains X "poison" cannot be sold in the state. They can't make a producer sell a different product, though.
