There are several issues. The experiment being tried by Massachusetts should be interesting. Because they have guaranteed issue, many carriers avoid writing policies if possible in the state. Because all citizens are supposed to be required to buy insurance, I wonder what the long term effect of guaranteed issue will be. Will this reduce the provider disincentive for the state? Will this cause more sick people to move to the state? Both may be true in time.
