After all, he picked Cheney, Rummie et al to be on his team.

That's not how it happened.
Cheney and the neocons picked Bush to be their frontman.
Bush was just as clueless as governor of Texas.
They carried him, grooming him to be just what they wanted.
A frat-boy more interested in the perks of power than in checking up on what Cheney and the team of advisors were doing in his name. It was no mistake that Cheney was the one to pick the VP and picked himself.

Bush was kept in the WhiteHouse, or on his bicycle, or on vacation. He read no newspapers and watched only the approved Faux TV. His advisors told him everything he had to know.

Sure, after so many years Bush seems to be catching on that Cheney didn't have Bush's interest at heart. He may be wary, but he's not capable of running the office without Rove and Cheney and Rice. They've got him over a barrel.
