Well, that's exactly what Bush and Cheney did by leaking cherry-picked portions of the NIE, instead of the whole document. They withheld material that showed Iraq had no WMD and Al Qaeda links; but showed information that suggested they did. The consequence to Oofty-Goofty Bush's selective actions, which his leaks helped to enhance, Gold Star Mothers Everywhere, USA have lost their sons and daughters; and the foreign nation of Iran has become "advantaged."
