Don't bet any money on that assessment. I know of more than one AF program that sent a MIPR to an intelligence agency to execute an effort. Once the money got to the intelligence agency it went into a pot and was never spent on what the AF intended it to be spent on. The agency had other non-programmed efforts that were of more interest and the LAO office approached Congress to get a line item put into the budget. When asked about additional funds required, the agency said none was required and they would take it out of hide.

Since it was an AF program, they were responsible for the accounting. Once the MIPR was processed it was accounted in the Air Force as "spent". And since it was an AF program, the agency receiving the MIPR was not required to account for the received funds.

There you go, everything is accounted for.
