Typical hand waving that the administration and its appointees go through. The only way he could have participated in the ceremony would be to sit in the audience. The number of credits he had accumulated in excess isn't relevant if he didn't fulfill the core requirements.

the conclusion from the meeting was that such an action would have "huge political fallout," so the idea was rejected.


Yet more proof that NASA decisions are now political instead of scientific.
