Oh, I don't know. It's possible that had Carter benefitted from a second term that he could have enhanced the technology sector as Clinton did. Remember, Carter was a technocrat himself; whereas Reagan was an charismatic actor courting hawkisness on 'angry white men' and using women on welfar as political prey.

No one will ever convince me that America, the world even, would not be better off, especially with respect to oil/energy issues, had Carter won the second term instead of Reagan getting his first. The Reagan-Bush-Bush years have been and are painful for people, and not just with respect to energy. For example, compare bankruptcies and job creation stats during Republican years vs. the Democrat years of the presidency.
