Clinton was beseiged by the rightwing over Monica while he was in the middle of trying to deal with Al Qaida, and yes it affected his ability to do his job greatly. The rightwing also howled in protest when Clinton took out Milosovic without a single US casualty. And they howled again when Clinton launched the huge (effective) bombing run against Saddam. BTW: The rightwing partisan prosecutor Ken Starr (now guilty of fraud in a case he's been on) had no business investigating Clinton's sex life in the first place. We should also blame Joe Lieberman types though for letting them get away with it. Gore fell into the trap too and even picked Lieberman as his running mate, a losing move.
