They may want to start with at little as possible because they pay a lot of money to underwriters. Later additions won't incur any charges. At least this is how it was done with GLD.

i agree, it appears the plan is to clean out COMEX on the open <G

geez I wonder why all these ETFs are storing stuff in England?....

actually i do think the plan is to clean out COMEX (and then default on the huge short position). the US is being sold off one piece at a time, only a lot of people dont get it yet

How much better can it get? Just the shift from CEF into SLV will cause a lot of buying. BTW the low amount of silver purchased was expected by a number of people.

The setup is just perfect.
