US Small Business Administration Head Barreto Resigns

WASHINGTON (AP)--The head of the Small Business Administration, who had come under criticism for delays in providing loans following last year's hurricanes, announced Tuesday that he was stepping down.

Hector Barreto, who had been picked by President George W. Bush to head the SBA in 2001, said he was leaving the administration to head The Latino Coalition, a prominent Hispanic advocacy group.

His departure comes at a time when new White House chief of staff Joshua Bolten is shaking up the administration in response to calls from Republicans in Congress for an overhaul in the face of record low approval ratings for the president.

However, a spokesman for Barreto said he had not been asked to leave by the White House.

"He was not asked to leave," said SBA spokesman Raul Cisneros. "He has been invited to join this prominent Latino organization and he has decided to do so."

In December, Rep. Nydia Velazquez of New York, the top Democrat on the House Small Business Committee, had called on Barreto to resign.

She cited enormous loan backlogs and high rates of declined loans for hurricane victims as evidence that Barreto was not capable of leading the agency.

In his resignation letter to Bush, Barreto said that it had been an honor "to help execute your vision to bring unprecedented opportunities to all entrepreneurs in every community as they seek to realize their dreams."

Barreto was the second-longest serving administrator in the SBA's history.

Sure, it is going on in China and America -- the issues that we should address are the ones that go deeper than real estate -- we should be focused on the human capital issues that will make or break this country in a global economy. We are NOT focused on this because people think the biggest issue we face is real estate -- this is absurd. China IS focused on this issue - that is why their prospects are better than our own -- not because of anything related to real estate.
