I believe you are correct about New York having guaranteed issue. I d not think that New York mandates as many procedures as Massachusetts does.

The funniest thing is that if people really wanted everyone to have medical access they should minimize government regulation.

I still wonder what happens to guaranteed issue premium pricing if everyone has insurance. In the long term the excessive premium charges to make up for non premium payers with access to insurance like benefits without paying.
