There is a lot of rhetoric about what Americans will and won't do that is barely or not supported at all by real facts and data. One advantage of the Third World; the desperation for income by many forces an instant free market for all kinds of odd jobs. Doling out parking spaces on public streets and looking after the cars parked there is another big business in South Africa. It's a nice way to give a buck to someone less fortunate, in return for them performing an actual service, even if it's not hugely necessary.

That gets lost in more advanced economies for all kinds of reasons, leaving us with the odd debate about what people will and won't do.
