Certainly your observation has to be accurate. You indeed saw heavy authority watching the populace warily. That was heavy Han authority watching the Han populace warily. That's not centrifugal. I think the Communists treated and treat the Tibetans for example, the same dreadful way that they treat fellow Hans.
The non-Han minority ethnic groups are only a tiny % of the population of China, extremely unlike Yugoslavia.
