For the moment lets assume there is an administration that seeks to do what you suggest (create policies based on sensible considerations that produce results...).

Would you see no benefit in having a PR person who is adept at delivering that message to the public? Would that role not be instrumental in establishing credibility and confidence?

I have been assuming that to be the goal of every administration.
