TJ, with currencies and oil trading nearly 24 hours per day, the dollar/euro/oil exchange rates can never get out of balance. They are arbitraged in real time. There is nothing to "break and reestablish balance".

Balance is established every minute of every day.

The only exchange rate frauds are those countries who choose an arbitrary fixed rate of exchange and refuse to let the market determine value (i.e. China and Hong Kong).

What is China and Hong Kong afraid of?
