They learned that the sanctions were working and Iraq wasn't a threat to anyone in the region. I guess this is derived from some flippant judgement you pulled out of your fourth point of contact, right?? I think you're content to maintain your happy little "Bob Ross" worldview.. and that's your right to be in a perpetual state of utopian self-denial and nothing is likely to change that.
