Clarke said UNDER OATH oath during the 9-11 Commission hearings (that we all saw on TV so don't try to deny it) that as per the top Saudis being allowed out of the country, he got a call from either Andy Card (Bush) or Powell's office, he couldn't remember which.

Clarke also said under oath that Bush wanted to blame 9-11 on the Iraqis and told him to dig up evidence to support that lie.

Clarke had to have been ordered to allow those Saudis out of the country, no matter what he said later NOT under oath. Because Bush had demoted Clarke to cyber-terrorism and he did not even have the authority to OK such a controversial flight plan. Also, you can be sure that top members of the Whiten House were fully aware. In fact Prince Bandar Bush met with GW the day after 9-11. He certainly was there to safeguard the Saudi royals and Bin Ladens from the FBI and other scrutiny. And Bush has a long history of kowtowing to the Sauds.
