Ha! As my mom used to say, "It takes TWO to tango" - when I'd get in a fight with a sibling and attempt to blame it on them. I'd say the same to you about Clinton and Gingrich "shutting down the government"! The net result was less pork in appropriations bills, appropriations that were paid for, and finally, "paygo" rules negotiated between them. Oh, for the good old days..
