"So what's the point of creating a new agency to replace FEMA?" Simple. It breaks the chain and makes it more difficult to trace back and make comparisons. If anybody notes that the new organization isn't very competent, you just point out that it takes time to build a new organization. Sort of like when you become governor with ambitions and have a history of alcohol and vehicles. If you get issued a new driver's license, it makes it difficult to trace back those unhappy memories...
