I've always wondered why someone would not buckle up the seatbelt as a matter of course.

Most times when I read about a fatal car accident, toward the end of the story, there is the comment, "s/he was not wearing a seatbelt."

Mn State legislature is getting close to making not wearing seat belts a PRIMARY offense. That means a cop can now pull you over if he thinks you aren't wearing a seat belt. Which means a cop can now pull ANYONE over at ANY TIME for his own arbitrary reasons and say "I didn't see that you were wearing you seat belt. Mind if I look in your trunk?"

And why is that? Why isn't there a law that mandates school buses have seat belts? I see buses on the freeway sharing the road with semi's, dump trucks and the like. I've seen what happens to these buses and the kids when there's an accident.
