Say what? The IP in TCP/IP stands for "Internet Protocol". The Internet used it from very early on. The argument at the time was whether or not the government should get involved at all. The Tim's and Tench's of the time argued that it would be best to let the free enterprise system work its magic. Which meant at least two incompatible networks, Compuserv and AOL, battling it out. Gore and the others argued that the government had a traditional role in providing infrastructure, like with the canals that lace the Northeast, railroad right of way and highways. It still wouldn't have gone far if some unsung person hadn't realized the moribund Supercomputing Center with its communication structure would make an excellent backbone for the Internet. Which is why universities provided much of the initial infrastructure until they moved away from the backbone system and made it more distributed. Gore championed utilizing the Supercomputing Center, and may have even hatched the idea on his own. Whoever came up with the idea deserves praise, it was an excellent solution and shaped the Internet as we know it. Gore also pushed his vision of where the Internet needed to go, and he was right in that.
