Clinton definitely did not know they would burn the place down, or he would have had to be less than careful to allow any sort of dawn raid in force on a site where there were that many women and children at risk from possible gunfire. That is, if he were overseeing it in any real way. I think that underscores that he was not doing that sort of managment level oversight of the debacle. Whoever was overseeing it did not do tactical operations planning well. The operational risk was seemingly not handled from the benefit of extensive field knowledge or from the use of tactical operations modelling that could be gleaned from any source, even MORS computer game playing ...

It does not take a genius to see the potential for problems in deploying less than extremely skilled and trained, smoothly co-ordinating tactical assault groups or teams who cannot operate under high restraint when at extreme risk. Where teams may enter a fortified building where disposition of defenses and combustibles of all kinds and relations thereof to defensor-expendibles and innocent people are basically unkown, the tactical planning and training must be of the best kind.

The BATF were in over their heads in this area and at this scale, and should have thought this one out vis a vis risk-reward a lot more carefully. After all, what where they after - one anti-social whacko with allegations of impropriety and bad behaviour, -or- (practically) all of Waco that had an alternate lifestyle and religion. In this instance they should have focused.

You may be right, but for right now I'd settle for a coherent President.

Occasionally, I will hear a speech by JFK and am always stunned by the language that he used. It was so graceful and powerful compared to what we hear today, i.e., "I am the decider."
