Bush probably meant knowledge of uranium enrichment technology rather than theoretical knowledge of how to make a bomb.

BTW Zionist hit squads are known to have killed a number of Iraqi scientists during the 1980s and 1990s when Saddam's fledgling nuclear program was still active.
