Most people who come on vacation to an area, don't like to spend lots of money, and feel as if they had visited a slum. They could do that already, and with much less cost, than going on vacation to an area to sink into a slum....

Smithee, Time was, Seattle foolishly bragged about how well it treated its derelicts (bums, homeless). Other cities were listening and were buying one-way bus tickets to Seattle for their derelicts.

On a side note, Reno (and maybe Las Vegas) has a police and sheriff substation in its Greyhound bus station. The policy is that the police department (city) will buy one-way bus tickets to the city of choice for its derelicts. The derelicts must promise not to return to Reno for a period of one year. Should they break this promise, they are promptly arrested (probably for fraud or some such). - Holly

We have panhandlers here too. I haven't seen aggressive ones, but it torques me off when I see some idiot rolling down his window to hand the bums money. They look able-bodied to me. I don't know why I should give them money.

Salem is really bad. You can't walk a whole block without getting panhandled.
