Zarqawi was not allied with Al Qaida then. But the real question is, why did Bush-Cheney not hit that camp? because they didn't want to remove the threat they were using as a trumped-up excuse to invade? Because nothing could stand in the way of invasion, not even taking out a potential threat?

Would fit with the way they let Osama go, wouldn't it?
In other words, they want permanent war, so they need permanent enemies, names that American people know and fear. Also interesting the way Bushies trumped up the name Zarqawi. They created him, in a way. Before that he was just some little-known small-time idiot.
