Prince Bandar ordered Bush to let the Saudis go, and Bush had someone call Clarke. Bandar and the Saudi royals have a tremendous amount of influence with Bush. It's a serious conflict of interest since most terrorism comes from Saudi Arabia. As well as much of our oil.

No idea why Clarke later hedged on his sworn testimony and took full responsibility. Obviously, Clarke did not have the authority to make such a unilateral decision.
