"A strong, vibrant well compensated middle class is what makes America different from other countries." It is also the hallmark of Western Europe. You know, where you can walk after dark in many of their largest cities and keep all of your various body parts, plus any valuables you might have on your person. This proposal is nothing more than Social Darwinism dressed up differently. It show the same contempt for those who didn't choose their parents wisely.
