Yes, Bush himself was in with Abramoff. Rove even more heavily. Abramoff funneled dirty money into Bush operations through Rove and did the same with Delay in congress. But Abramoff was just one of the dirty money slush funders. corporate special interest money was buying up favors all over the place, and still are. Just the other day, Abramoff money was found paying for the White House phone-jamming scandal in new Hampshire. More evidence.
