Just 10 minutes ago the same point arose in a conversation with my wife. She was saying that the only reason the election in Peru has become a choice between Humala and Garcia is that voting is compulsory. Humala in particular gets his support from the poorest, most ignorant, and most easily manipulated voters. But these are just the people who tend not to vote if it is voluntary. She says that Flores would have won if voting were discretionary.
