A wise public investment would be building pipelines from the oceans to our arid lands and farmlands for irrigation. I know it would be expensive and would require desalinization, but it would be money very well spent. That is the kind of public investment I would expect if we were truly a 1st Class country. Amazing that the farm lobby hasn't been pushing this idea to end the water wars in the Western U.S.
