I agree 100%. I see a scenario after the November elections of the Dems dragging Bush&Co. through the ringer until his term is up, implicating many other current Republicans along the way. The Dems should control both houses after November, and might even have some Republicans voting with them on crucial measures. (the Reps will want to join the bandwagon of public sympathy against Bush)
As you say it will be up to the Dems as to what they want to do.
