And its not much of a test if a failure is simply explained away as an exception. I think you are hung up on the word "test". This is not a grammer-school exam where each question can only receive a checkmark or 'X'. Perhaps experiment would be more useful in this context, although the lay often get confused by that word too. unusual results are not "explained away as exceptions", instead the exceptions must themselves be explained, or indeed the theory is put in doubt.
