AS, Illegal immigrants don't want to be ID'ed so they don't go to hospitals unless absolutely necessary. They try to stay out of sight, in the shadows. Hospitals aren't allowed to deny services to illegal immigrants. Neither are the local and state law enforcement allowed to go to hospitals and round up the illegals.
